列王記下 4:1-7 2 Kings 4:1-7



1 預言者のともがらの、ひとりの妻がエリシャに呼ばわって言った、「あなたのしもべであるわたしの夫が死にました。ごぞんじのように、あなたのしもべは主を恐れる者でありましたが、今、債主がきて、わたしのふたりの子供を取って奴隷にしようとしているのです」。
2 エリシャは彼女に言った、「あなたのために何をしましょうか。あなたの家にどんな物があるか、言いなさい」。彼女は言った、「一びんの油のほかは、はしための家に何もありません」。
3 彼は言った、「ほかへ行って、隣の人々から器を借りなさい。あいた器を借りなさい。少しばかりではいけません。
4 そして内にはいって、あなたの子供たちと一緒に戸の内に閉じこもり、そのすべての器に油をついで、いっぱいになったとき、一つずつそれを取りのけておきなさい」。
5 彼女は彼を離れて去り、子供たちと一緒に戸の内に閉じこもり、子供たちの持って来る器に油をついだ。
6 油が満ちたとき、彼女は子供に「もっと器を持ってきなさい」と言ったが、子供が「器はもうありません」と言ったので、油はとまった。
7 そこで彼女は神の人のところにきて告げたので、彼は言った、「行って、その油を売って負債を払いなさい。あなたと、あなたの子供たちはその残りで暮すことができます」。


この箇所から、女性は主を畏れ敬う人の妻であったことが分かります。不運なことに、彼女の夫は家族が返済することのできないほどの借金を残したまま死を迎えました。その結果、債権者が彼女の二人の息子を奴隷にしようと彼女の元へ向かって来ていました。この記述から、彼女が緊急の状況にあったことが簡単に分かるかと思います。女性は払いきれない借金ために、二人の息子から引き離されそうになっているのです。この困難に直面し、彼女は神の人であるエリシャに泣き叫びました。もちろん、この緊迫したときにあって、神の人へと助けを求めたのは偶然ではありませんでした。事実、時間が差し迫っているとき(「債権者が来て」は未完成時制、つまり、債務者は向かって来ている最中です)、わたしたちは助けてくれると分かっている人でなければ助けを求めません。ですから、この女性にとって、自分を救ってくれると信じたのがエリシャという神の人であったことは明らかでしょう。そしてもう一つ明らかなのは、女性がこの困難に立ち向かい、また、神とともに立ち向かうと決心したことです。では、寡婦がエリシャに助けを求めた箇所をみましたので、次はエリシャの返答をみてみましょう。

エリシャの寡婦を受け入る様をご覧ください。エリシャはそこにいて、すでにこの寡婦を助けられる状態にいました。そして、エリシャは彼女の借金を責めることはありませんでした。個人的な意見ですが、この女性と夫が支払い不能の状態に陥るまで、かなりの時間があったのではないかと思います。一日やそこらで、多くのことを間違って処理し続けることなしに、このような状態に陥ることは決してないからです。しかし、この時、起きてしまったことはもはや争点ではありませんでした。起きてしまったことは、起きてしまったことなのです。今、重要なのは過去ではなく、たった今、彼女にすぐに助けが必要であること、そして彼女が主を求めたということでした。そしてエリシャもまた、彼女の抱える問題が「大変すぎる」という理由で彼女を追い払らおうとはしませんでした。これから神が示された解決方法へと読み進めますが、神がその奇跡的な解決方法をご準備されるまで、エリシャには彼女の問題を解決する方策がなかったことは確かです。このような次第でしたが、これはエリシャでは彼女を助けられなかったということではありません。そうではなく、その返答からエリシャはいつでも、できる限りの助けを与えられる状態だったことが分かるのです。2節では、エリシャの質問への女性の返答が見られます。

この寡婦はすでに極度の貧困状態にありました。油の壺一つ以外、彼女の家には何もなかったのです。借金をどうにかしようと努力し、すべてを売り払っていたことが明らかでしょう。テーブルもベッドも調理器具もありませんでした。たった一つ残されたものが油の壺だったのです。しかし、神が彼女を助け出されるには、この油の壺で十分だったのです。3節から4節で以下のように書かれています。
神はエリシャを介し、女性に空の器を借り、その器に彼女の壺から油を注ぐように伝えました。もし、これが神の言葉であることを考慮しなければ、このような指示はとても正気のものだとは思われないでしょう。科学の法則によれば、油の壺に入っている油の量では、同じ大きさの油の壺を満たすことはできないそうです。ですから、エリシャが寡婦に起こると告げたことは、科学的には不可能でした。しかし、繰り返しますが、もし神が言われたことであるという点を考慮しなかった場合、油を満たすことは不可能だったのです。神のお言葉でなければ、ものごとはまったく異なったものとなります。なぜなら、神は科学の法則に制限されるお方ではないからです。実際、神にとって重要なのは、科学的に可能かどうかではなく、それが神の御心であるかどうかなのです。もしそれが神の御心であれば、科学者がどのように言ようとも、その御心が成し遂げられます。ですから、ここまで読み進めた箇所から、神は、神の子が常に勝利の中で生きて行くことをお望みであるように、この女性も困難から救い出すことが神のお望みであり、そしてそれが明らかに神の御心だったと結論付けることができるのです。したがって聖書的に言えば、エリシャはこの状況に対する神の御心と一致することを告げており、寡婦がこの神のお言葉に従えば、つまり、もし1)空の器を借り、2)戸を閉めて子供たちと一緒に閉じこもり、3)空の器に油の壺から油を注ぐのなら、100%、確実に神の言葉は成し遂げられることになるのです。この寡婦は、その生涯で多くの空の器を満たす油の壺を見たことはなかったでしょう。しかし、神が御心をなされるために、彼女は初めて目にすることを信じなければなりませんでした。このように、重要なのは、わたしたちが神の言葉を信じ、行動するかどうかなのです。では、この女性は神を信じたのか、最終的なところを見てみましょう。

この女性は神が彼女に告げられたことを信じ、そして従いました。まさに、神が彼女に告げられた通りに、エリシャのもとを出てすぐ、空の器を借り、「戸を閉めて」子供たちと一緒に閉じこもり、壺から器に油を注いだのです。その結果として何が起こったのか、6節に書かれています。

借りてきた器がすべて満たされました。そして油は、空の器がなくなったときに初めて「止まった」のです。しかし、その満たされた器は、彼女と子供たちが破産の状態から余裕のある状態になるのに十分でした。実際、7節ではこう書かれています。

油は、彼女とその息子たちが借金を支払い、その残りで生活できるほどだったのです。このように寡婦は困難から救い出されただけでなく、それ以上のこと、油という財宝を受けたのでした。これはすべて、彼女が主へと救いを求めた結果なのです。彼女は貧しく虐げられた状態で神と神の人のもとへ行き、裕福で救われた人となりました。神を賛美しましょう。何時でも救い出せる状態にある神を。

In verse one we are simply told “a certain woman of the wives of the sons of the prophets cried out to Elisha” for help. Then, in her statement to the prophet, “Your servant my husband is dead, and you know that your servant feared the Lord,” we learn a few more details about this widow, exactly who this woman was is simply not disclosed. There are a number of principles to glean from these verses:
Though she is not identified in the text and was not on the “who’s who” list of Israel’s prominent people (as most of us are not), the principle is she was not unknown to God. Each one of us are personally known and loved of God; we are the personal objects of His love.
Elisha was a man who had a heart for serving others whether wealthy or poor. He did not minister to people based on how they might promote him or provide for him. He was only concerned that people might know and experience God’s grace and power in their lives. How available am I to do the same?
Like the poor widow, we all have certain needs--spiritual, emotional, and physical, but God knows those needs completely and He cares about them personally. Our most fundamental need is to come to him in faith, but with empty vessels that He might multiply our lives according to His purposes. While trusting Him to meet our need and never our greed, let us come not with just a few vessels. In other words, let’s not limit our loving and gracious God by our lack of faith and obedience to Him. He is the One who is able to do superabundantly above all we ask or think, but He has promised to do as the Psalmist said, in due season, in His own timing according to His perfect understanding.
Local bodies of believers have many needs--both spiritual and physical, both large and small. We live in a world which is basically antagonistic to the work of God, but the problem we face is not in God’s supply of the oil or in people’s ability to meet needs. The real problem lies in our faith, in our obedience and submission corporately and individually.
Please note the emphasis here: As earthen vessels, we must empty ourselves of wrong mental attitudes, priorities, pursuits, or goals, and present ourselves as vessels of God to be filled (controlled) by the word and the Spirit of God. If our lives are cluttered with bad mental attitudes, with grumbling, with selfishness, preoccupation with the things of the world and there is indifference to God’s work, God may stop the supply of oil. And one reason the supply is stopped is that believers stop coming to Him. Carnal believers do not seek the cause of God and the supply of God, they are too caught up with their own world.
I believe this must begin with an evaluation of our own stewardship of giving, believing God that our giving will not be our lack. This means evaluating our own use of the funds God has allowed us to have. We need to begin with the oil we have individually and corporately.
But this also means in addition to our own financial responsibilities with the oil we have, looking to God to supply from other sources according to the wealth of His might, if that is what is needed. We must not turn this around and ignore the responsibility we have with our resources. It is our responsibility to ask God to multiply those resources for the purpose of greater giving and not simply pray for a miracle. In other words, we can’t simply pray for God to supply the oil, and ignore our responsibility to use the oil we have. We must first take the oil we have, trust God to multiply it, and then as the Lord supplies, not only pay our debts, and expenses, but give unto the Lord a return on His investment in us.
Remember, the oil was a very valuable commodity and stands for the valuable resources God has given us whether talents, spiritual gifts, physical abilities, or financial blessings, etc. Let us not limit the Lord. Let’s believe God. Let’s bring empty vessels, and not a few.

15 エリコにいる預言者のともがらは彼の近づいて来るのを見て、「エリヤの霊がエリシャの上にとどまっている」と言った。そして彼らは来て彼を迎え、その前に地に伏して、
16 彼に言った、「しもべらの所に力の強い者が五十人います。どうぞ彼らをつかわして、あなたの主人を尋ねさせてください。主の霊が彼を引きあげて、彼を山か谷に投げたのかも知れません」。エリシャは「つかわしてはならない」と言ったが、
17 彼の恥じるまで、しいたので、彼は「つかわしなさい」と言った。それで彼らは五十人の者をつかわし、三日の間尋ねたが、彼を見いださなかった。
18 エリシャのなおエリコにとどまっている時、彼らが帰ってきたので、エリシャは彼らに言った、「わたしは、あなたがたに、行ってはならないと告げたではないか」。
19 町の人々はエリシャに言った、「見られるとおり、この町の場所は良いが水が悪いので、この地は流産を起すのです」。
20 エリシャは言った、「新しい皿に塩を盛って、わたしに持ってきなさい」。彼らは持ってきた。
21 エリシャは水の源へ出て行って、塩をそこに投げ入れて言った、「主はこう仰せられる、『わたしはこの水を良い水にした。もはやここには死も流産も起らないであろう』」。
22 こうしてその水はエリシャの言ったとおりに良い水になって今日に至っている。
23 彼はそこからベテルへ上ったが、上って行く途中、小さい子供らが町から出てきて彼をあざけり、彼にむかって「はげ頭よ、のぼれ。はげ頭よ、のぼれ」と言ったので、
24 彼はふり返って彼らを見、主の名をもって彼らをのろった。すると林の中から二頭の雌ぐまが出てきて、その子供らのうち四十二人を裂いた。
25 彼はそこからカルメル山へ行き、そこからサマリヤに帰った。

 I 子供は、神を侮辱したので死んだ

(1)23節「エリシャはそこからべテルに上っていった。」エリシャは、エリコの町にいたが、べテルに移動した。すると、この町から、小さい子供達が出て きた。子供達とは、十代の少年ということで、エリシャをからかって、「はげ頭、上ってこい」といった。エリシャの頭がはげていたので、子供がそれをみて、 からかった。

(2)するとエリシャは、24節「彼は、振り向いて、彼らをにらみつけ、主の名によって彼らを呪った。」エリシャは愛の預言者であるが、ここでは厳しい行動をした。そして、子供を呪うとくまがでて、42人の子供が熊に殺された。

(3)★第一に、べテルの子供達は、大人に対する尊敬がない。十戒の第5戒に、「あなたの父と母を敬え。あなたの神、主が与えようとしておられる地で、貴 方の齢が長くなるためであ。」とある。この父と母を敬えとは、①自分を生み、育てた両親に対する尊敬を教えるばかりではなく、②大人や先輩、また、目上の 者に対する尊敬である。しかし、エリシャをからかい、馬鹿にしているべテルの子供は、目上の人への尊敬がなかった。

(4)★第二に、エリシャが、子供達を呪ったが、エリシャ個人への侮辱だけではない。24節に「主の名によってのろった。」とある。子供達が、神様の御名 を侮辱しかから、神様の名前で裁いた。レビ記24章に、神を呪うものは、石を投げて殺された。彼れらが、神の言葉を伝えるエリシャを尊敬しないのは、結 局、子供達の<神への信仰>が無かったあらわれである。こうして、子供達が、神を恐れず、神を呪ったので、エリシャは主の御名で子供を呪った。

(5)大人は、子供の未熟と反抗を、区別しなければならない。 大人は、未熟からくる子供の失敗がある。しかし、罪からくる子供の反抗がある。 <子供の失敗は、許してあげる愛が必要。それは子供が大きくなれば直ること。>しかし、子供の親や大人への反抗、神に対する反抗や不従順がある。 神を軽蔑し、神を侮辱する子供は、大人になっても同じである。<親が、それはしてはだめ><言う事をききなさい>といったことを、守らないのは、<未熟で はなく、親に対抗している反抗である>。それを反抗は放置し子供が育てば、将来いつかの時に、神に対する反抗としの花が咲く。

(6)この子供が殺されたが、結局、その子供がおとなになれば、同じ神への反抗となる。イエスが十字架に掛かったとき、不信仰なローマの兵隊はイエスを侮 辱した。マルコ15:18、19「『ユダヤ人の王、万歳』といって挨拶しはじめた。べテルの子供と同じで有る。また、葦の棒でイエスの頭を叩いたり、つば きをかけたり、ひざまずいて拝んだりした。」15:30「十字架から降りてきて、自分を救って見ろ」といった。これは、エリシャを軽蔑した子供の同じで、 神を侮辱した人々である。
 
     II 大人の不信仰が子供の不信仰を作った

(1)日本でも、キリスト教を軽蔑して、「アーメン」「ソーメン」「冷やソーメン」という子供がいる。子供の罪の無い悪ふざけと考えることもできる。これ は、大人が子供におしえてのである。そして、神を呪う言葉には、悪魔が背後に存在しているとみなければならない。悪魔が、子供を使って神を呪っていたので ある

(2)<子供は、親の鏡>といわれる。子供を見れば、親が分かるという。子供を見れば、大人の社会が見えてくる。韓国の若い人と接していると、大体目上の 人にたいする尊敬がある。バスや電車のなかで、目上の人を見ると席を替わる場合は多いし、また目上の人の言う事は、尊敬をもって良く聴く。この精神を神が 喜ばれ、間違って歩むときに注意を受ける。

(3)この事件は、子供の問題ではなかった。23節「この町から出てきた子供」とある。この町で育った子供達であった。このまち、すなわちべテルが不信仰 であり、そこに子供の不信仰の問題であった。べテルとは、ソロモン王の家来ヤロブアムが、エルサレムとは別に、祭司を任命し、祭壇を造って偶像礼拝をした 町である。 I列王12:32-33に、「ヤロブアムは、べテルで自分が造った子牛にいけにえを捧げた。そして、彼が任命した祭司達をべテルに常駐させてた。また、彼 が自分で考え出した祭壇でいけにえをささげ、香をたいた。」べテルは、王が神の教えよりも、自分の考えで、神礼拝をした場所である。その町は、神の言葉に 対する尊厳と従順がないので、生活と道徳に乱れが生じる。人間中心の不信仰により、聖書の教えでない不信仰な町であった。その町に育った子供達がエリシャ をからかった。目上の人に尊敬を払わなかった町から、当然不信仰な子供が出てくるのである。大人の我々の信仰の刷新を問われている。



(4)結局、べテルの町の大人の不信仰の影響が子供に現れていた。その時代の子供達の姿は、大人の信仰の姿である。子供達の姿は、大人の信仰の反映で有 る。べテルには、王を初め全ての大人が、神の御言葉に対するよりも、自分中心の考えが充満していた。その考えが、子供の心の中に入っていた。そして、エリ シャへの軽蔑となった現れたといえる。今日も、聖書の教えより、人間中心、自分勝手な大人のせかいから、不信仰な子供が生まれる。

(5)ハレルヤ教会の英語礼拝のジェント先生はとても厳しい牧師の家で育った。ジェント先生が、家で悪い言葉をいうと、お父さんは洗面所に連れて行って、 石鹸で口を洗った。神を賛美する口が、悪い言葉を言う口になったので、お父さんが、石鹸で清めた。勿論、このようなしつけは、3歳までで終わらねば効果が 無い。大人は、子供の信仰に対して、神の子供を預かっていることを、一度確認しよう。それゆえ、大人が、神に従うものとなることが、子供の教育で一番大切 にしなければならない。

III 子供を神に喜ばれるように育てるには

(1)子供は、神の賜物である。神の子供として育てること。神は、子供を育てるように三つのものを与えた。★三分の1は、親を通して与えた遺伝である。辻 井伸行さんは生まれつき目が見えなかった。一歳の頃、おもちゃのピアノを歌にあわせて弾いていたので、両親を驚かせた。それで、親は音楽を楽しみのために 教えて、2年前に世界のピアニストとして世界にデビューした。親は、神が与えた賜物を発見して育てる役目がある。

(2)★次の3分の一は、親や社会の環境を通して、子供が育つ。どんなに立派な生まれつきの能力も、親や家庭や社会の環境が悪いと、上手に育たない。ヨー ロッパで、狼少年の話がある。赤ちゃんのころ狼に連れ去られて大きくなった少年が、最初に人間に発見されたとき、四足で歩き、うなり声を上げた。こうし て、親や家庭が子供に与える環境が大切でる。★幼児洗礼の誓約で、子供に関する親の誓約=あなたがたは、この子に、地上の良き物を与え、可能な限りの教育 を施すことを約束しますか。{今日までは、良く守ってきた}

(3)★次の3分の一は、神様の言葉と聖霊の働きでる。そして、この3分の一の力が、遺伝や先天性の能力や、親や家庭や環境の影響よりも、本当に子供の成 長に決定的な影響を与える。たとえ、才能がなく、家庭環境が悪くても、神の御言葉によれば、欠点と不足と悪い環境を克服できる。それゆえ、能力がない子供 も、環境が悪くて訓練が無かった子供も、神の御言葉と聖霊により、弱さに勝って、神の力により神に仕える大人となる。★子供に関する親の誓約=「あなたが たは、その子を神の家に導き、定められた礼拝に共に出席し、教会の規定を尊ぶことを教えますか。そして、その子が分別の年齢に達したとき、教会の成人会員 となるように、そこ子を励ますことを約束しますか。」{今日までは、良く守ってきた。あとは、10年ぐらい後に、成人会員の誓約をするように勤めて欲し い}

結論 Aリンカーは、アメリカの大統領でアメリカ人のもっとも尊敬する人物である。オバマ大統領は、彼の使った聖書を手にして宣誓をした。しかし、理想的 な家庭ではなかった。 彼の生涯は酷かった。 兄弟が多く、家庭はまずしかった。小学校中退。家は田舎の雑貨屋、借金も抱えていた。下議員2回落選、上院議員2回落選、不幸な結婚生活。また、彼の有名 な演説を誰も最初は見向きもしなかった。しかし、母から教えられる聖書の教えを、子供の頃に聞いて育った。神の言葉と聖霊により、正しい信仰により、悪い 環境も克服できた。

This event is often construed very negatively:   "How can I believe in a God who would send bears to devour little children for innocently teasing an old man whose appearance probably was unusual even for that day

But a closer look at the passage show that most of the assumptions in that position are false, and that other elements (not explicit in the words, but present in the historical situation) illumine the situation. First, the passage itself:"He went up from there to Bethel; and while he was going up on the way, some small boys came out of the city and jeered at him, saying, "Go away, baldhead! Go away, baldhead!" 24 When he turned around and saw them, he cursed them in the name of the Lord. Then two she-bears came out of the woods and mauled forty-two of the boys.

Now, let's look at some of the elements of the historical background, and the various players in the event:
 
1. First of all, they weren't "little kids"!
"'Little children' is an unfortunate translation. The Hebrew expression neurim qetannim is best rendered 'young lads' or 'young men.' From numerous examples where ages are specified in the Old Testament, we know that these were boys from twelve to thirty years old. One of these words described Isaac at his sacrifice in Genesis 22:12, when he was easily in his early twenties. It described Joseph in Genesis 37:2 when he was seventeen years old. In fact, the same word described army men in 1 Kings 20:14-15...these are young men ages between twelve and thirty."

2. Elisha wasn't "old"--he was the same age as they were! "But was Elisha an old man short on patience and a sense of humor? This charge is also distorted, for Elisha can hardly have been more than twenty-five when this incident happened. He lived nearly sixty years after this..."

3. Elisha had JUST FINISHED doing a mercy-miracle for the entire city of nearby Jericho!!!!"The chapter closes with two miracles of Elisha. These immediately established the character of his ministry--his would be a helping ministry to those in need, but one that would brook no disrespect for God and his earthly representatives. In the case of Jericho, though the city had been rebuilt (with difficulty) in the days of Ahab (1 Kings 16:34, q.v.), it had remained unproductive. Apparently the water still lay under Joshua's curse (cf. Josh 6:26), so that both citizenry and land suffered greatly (v. 19). Elisha's miracle fully removed the age-old judgment, thus allowing a new era to dawn on this area (vv. 20-22). Interestingly Elisha wrought the cure through means supplied by the people of Jericho so that their faith might be strengthened through submission and active participation in God's cleansing work. 4. This event took place around a cult city (somewhere between Bethel and Jericho, a distance of aproximately 10 miles), a center of anti-YHWH worship:"Elisha's sweet memories of Jericho received a souring touch at Bethel (v. 23). The public insult against Elisha was aimed ultimately at the God whom he represented. Indeed Elisha's whole prophetic ministry was in jeopardy; therefore the taunt had to be dealt with decisively. The sudden arrival of the two bears who mauled forty-two youths to death would serve as both an awful sentence on unbelievers--and thus, too, on Jeroboam's cult city--and a published reminder that blasphemy against the true God and his program would be met with swift and certain consequences (v. 24)." [EBCOT] 5. The harmless "teasing" was hardly that--they were direct confrontation between the forces of Baal and the prophet of YHWH that had just healed the water supply (casting doubt on the power and beneficence of Baal!). This was a mass demonstration (if 42 were mauled, how many people were in the crowd to begin with? 50? 100? 400?).:
"As Elisha was traveling from Jericho to Bethel several dozen youths (young men, not children) confronted him. Perhaps they were young false prophets of Baal. Their jeering, recorded in the slang of their day, implied that if Elisha were a great prophet of the Lord, as Elijah was, he should go on up into heaven as Elijah reportedly had done. The epithet baldhead may allude to lepers who had to shave their heads and were considered detestable outcasts. Or it may simply have been a form of scorn, for baldness was undesirable (cf. Isa. 3:17, 24). Since it was customary for men to cover their heads, the young men probably could not tell if Elisha was bald or not. They regarded God's prophet with contempt....Elisha then called down a curse on the villains. This cursing stemmed not from Elisha pride but from their disrespect for the Lord as reflected in their treatment of His spokesman (cf. 1:9-14). Again God used wild animals to execute His judgment (cf., e.g., 1 Kings 13:24). That 42 men were mauled by the two bears suggests that a mass demonstration had been organized against God and Elisha." 6. There may have been elements of public safety involved: "A careful study of this incident in context shows that it was far more serious than a "mild personal offense." It was a situation of serious public danger, quite as grave as the large youth gangs that roam the ghetto sections of our modern American cities. If these young hoodlums were ranging about in packs of fifty or more, derisive towards respectable adults and ready to mock even a well-known man of God, there is no telling what violence they might have inflicted on the citizenry of the religious center of the kingdom of Israel (as Bethel was), had they been allowed to continue their riotous course. "  7. Elisha didn't actually call out the bears--he merely pronounced judgment on these demonstrators. God decided what form the response took: "Perhaps it was for this reason that God saw fit to put forty-two of them to death in this spectacular fashion (there is no evidence that Elisha himself, in imposing a curse, prayed for this specific mode of punishment), in order to strike terror into other youth gangs that were infesting the city and to make them realize that neither Yahweh Himself nor any of His anointed prophets were to be threatened or treated with contempt."
8. This curse/judgment was part of the covenant stipulations--it was a reminder of Israel's responsibilities (and opportunities for blessings, as well): "Elisha pronounced a curse similar to the covenant curse of Lev 26:21-22. The result gave warning of the judgment that would come on the entire nation should it persist in disobedience and apostasy (see 2Ch 36:16). Thus Elisha's first acts were indicative of his ministry that would follow: God's covenant blessings would come to those who looked to him (vv. 19-22), but God's covenant curses would fall on those who turned away from him. [NIV Study Bible notes, in loc.] 
"If you remain hostile toward me and refuse to listen to me, I will multiply your afflictions seven times over, as your sins deserve. 22 I will send wild animals against you, and they will rob you of your children, destroy your cattle and make you so few in number that your roads will be deserted." (Lev 26.21f)

9. This visible display of YHWH's power and reality (like the previous display of His kindness and activity for them) was designed to avert a far greater calamity: "The savagery of wild animals was brutal enough, but it was mild compared to the legendary cruelty of the Assyrians who would appear to complete God's judgment in 722 BC The disastrous fall of Samaria would have been avoided had the people repented after the bear attack and the increasingly sever divine judgments that followed it. But instead of turning back to God, Israel, as would Judah in a later day, 'mocked God's messengers, despised his words and scoffed at his prophets until the wrath of the LORD was arounsed against his people and there was no remedy' (2 Chron 36:16)"

So, this was hardly the atrocity that it is often construed as--the historical data casts the event into a TOTALLY different light. It WAS a very significant event for the religious fortune (and therefore, future welfare) of the Northern Kingdom...and it called for decisive revelation from God about the severity of the people's condition and situation...
 
God will not be mocked.  These children are just like the Roman soldiers who spat on Jesus, beat him with sticks, and told Him to come off the cross and save Himself in mockery.  When humanity thinks mocking God is a good idea then this is why we have the scriptures to show the effects of our actions.
